The Ministry of Social Affairs and Health is preparing a transitional provision on the general social security benefit for persons already receiving partial early old-age pension

The basic unemployment allowance and labour market subsidy for unemployed jobseekers will be replaced by Kela’s new general social security benefit as of 1 May 2026. Partial early old-age pension will be taken into account as income in the general social security benefit for the unemployed as of 1 May 2026. This may reduce the amount of the general social security benefit.

The Ministry of Social Affairs and Health is preparing a transitional provision on the general social security benefit for persons who already receive partial early old-age pension and who have received their partial early old-age pension decision before 16 January 2026.

The goal of the transitional provision is to secure the income of these persons during unemployment in situations where the decision to retire on partial early old-age pension was made without knowing how the general social security benefit would affect the benefit level.
